How often do moodles go into heat?

My moodle(Maltese/Poodle) Ruby,is seeming to attract Copie, a male dog about her size. Niether is spayed/neutered and she's only two years old. I don't want her to end up with puppies no matter how cute they might be. She had her last cycle in Feruary, it's now June. Is it he 'time'?
