How to make my dog follow me on walks?

Ok, my last queation didn't work so good cuz they said I needed to give full detail. OK! I have a female Maltese she is 2 years old. My dog has a favorite person she likes, and thats the only reason she walks. But that person doesn't want to go on the walks ( lazy Dx ) i try to take her out, but she just stay there, or starts tugging and tugging until i give when the house is in sight.She wont take any treat i give her on walks, plus i cant drive her to a park cuz im only 14, how do i make her follow me on walks instead of all that, i believe she doesnt like walks because dog often go up to her and start sniffing or she just wants to get home, idk.
