My parakeet's leg is broken. But he can still walk on it? What should I do?

I put a flat padded surface in his cage, and have a tiny heater to keep him warm. He still wants to perch, so I set it down lower so he won't hurt him self if he falls. His food is on ground level and he manages to hobble over to his millet seed. He wont drink water, so I use a tiny dropper and give it to him. My mother won't take him to the vet, and that makes me really upset, but she say's we don't have the money to do it D': Is what I'm doing sounding okay? Is there something more that I could be doing? It's painful for me to see him like this. He can perch, but it's difficult for him to keep his balance. Should I get a flat perch? A good sigh though is that he still cleans himself. :) Although his perch is flat, he still wants to sit higher, so he tries to climb the sides of the cage sometimes...help anyone?
