My dog is scratching his wear and Whimpering while doing this is this normal?

My dog is a maltese and is almost 9months old he scratches his ear alot and he's lik groaning/ whimpering while scratching and then he stops and lick his hind leg (the one he scratches with) then starts again is this something bad? Oh nd he just took a bath
