My hamster is badly rocking with eyes shut?

my hamster has been rocking and hobbling around since i got up today it 7am, ive seen on the internet about strokes and old age but i don't know what it is? can anybody help with how to help my hamster, ive given it bits of food and water, but when i go near it it gets a shock and tries to move but struggles... please help asap :/
