Well if it happens every summer, then you should know by now to treat him for it. If his face is bleeding, then I would get him to the vet as soon as possible so they can get him some medication. But, if you are unable to get him to the vet, I would get some flea medication shampoo, and then buy Frontline or some type of flea prevention and killer.
