Horse MOVES to much!?

One of the horses i ride does the exact same thing. So we put him in the cross ties. He cant move very far and when he moves his butt into me, i push him away and put the saddle on him. First time i rode him, it took forever to get the saddle on. Once I started doing this, 5 seconds
