I need to paper train my puppy?

Don't you just love the "I live in a city apartment so I have to paper train my dog" excuse. It is just as bad as the "My dog can't go out to potty because he/she hasn't had all their shots yet" excuse. You can take the pup out long enough to let it pee or poo. Just don't let it roam around all over. I have had many dogs in my lifetime and they have all been trained to potty outside before they have had all their shots. None of them ever got sick from going potty.
