Before You Get a Dog, and cost of a maltese dog?

Okay, so my friend got a puppy and boy am i jealous! i really want a dog but my parents say no, unless i pay for it. It's probably not going to happen, but would someone please tell me how much the first year of getting a puppy would cost? and then after the first year the regular yearly expense? For a maltese dog, how hard do you need to to take care of it, how many hours a day?
